The Conservative-led Coalition on Reading Borough Council has protected the right to a first free permit for all residents in Residents' Parking zones. The cost of a second permit will rise to £60 from £55 now. Labour's plans before they lost control of the Council was to charge the second permit at £100 and remove the right to a first free permit from residents who had any off-street parking. Last year under Labour, car park charges rose by an average of 15%. This year under the Conservative-led Coalition many Council car park charges were frozen or cut. Labour's Transport spokesman has described those who stand up for the rights of car users as "petrol heads".
